Research in Hinterland Cooperation and Empty Container Logistics

More than 150 millions of containers (20‑foot equivalent units) are transported on the world’s oceans each year (UNCTAD 2019). Due to overall market imbalances, empty container transports, e.g. from Europe (Import region) to Asia (Export region), occur on the transport on sea as well as land. Empty container runs provide an urgent issue in Maritime Logistics as they create high costs at no revenue. In the port hinterland, for example, containers have to be transported to customers and often go back empty to the next destination (port, other destination) where an empty container is required. As 60% to 80% of the costs in container transportation occur in the port hinterland (Tran et al. 2017; Notteboom et al. 2005), focusing on this part of the transport chain is critical.

Empty container runs provide an urgent issue in Maritime Logistics
As many players (e.g. trucking companies, freight-forwarders) are active in the hinterland of a port, horizontal cooperation, i.e. the sharing and exchange of orders, has the potential to create efficiency gains in hinterland operations. The exchange of data required for this interaction is strongly facilitated by modern technology. Despite these advantages and the positive examples in other sectors of Maritime Logistics (i.e. 2M, Ocean Alliance and The Alliance in container shipping), cooperation in hinterland logistics is not yet established.

Mixed Methods Approach

This research project set out to inquire about the potentials and risks of cooperation in hinterland logistics in a sequential, mixed methods approach: In phase 1 a qualitative interview study was conducted. The aim was to understand how cooperation is perceived by actors in the field. Seven semi-structured interviews, theoretically guided by transaction-cost theory, were conducted, recorded, transcribed and coded using MAXQDA analysis software. The results reveal that cooperation is undertaken in an informal way (via mail exchange) but not supported by Business Analytics. Among other aspects, the lack of trust between competitors provides an implementation hurdle to a more formalized cooperation. User requirements of order sharing restrictions to selected/trusted competitors were proposed to deal with this issue.

Building up on the results of phase 1, the key findings of the study are to be operationalized and an optimization model for planning cooperative container transportation in the port hinterland is to be developed. For the model to be useful in practice, the critical issues raised by the field level actors will be incorporated in the model, i.e. limited sharing of information, transparent compensation mechanisms and means for reducing uncertainties. With respect to the latter aspect, forecasting, e.g. using machine learning, will play an important role.
